Why 2 MB for WhatsApp
WhatsApp itself accepts very large documents, so this is not about a hard limit. It is about the person at the other end. A 2 MB PDF sends in a few seconds on a weak 4G signal, opens quickly on an old phone, does not eat into anyone's data pack, and does not fill up the phone storage of everyone in a family or office group. At 2 MB a typical letter, certificate, fee receipt or bill still reads clearly when zoomed in. A 25 MB scan of the same pages often sits on "waiting" or never gets downloaded at all.
Text stays sharp when it can
PDFs made on a computer usually shrink without touching the text, so it stays crisp and searchable. Scans and photos are made smaller by lowering the picture detail just enough to hit the size, and the result shows a preview so you can check it is still readable before you send it.
